1. Opening Formalities

The meeting was opened by Prof. Stephen Barton, the Local Organiser. Since this meeting followed a Joint Workshop with COST 252 (see Annex A for a brief report), the formal opening by the University Chancellor was done at the Workshop.

Due to the absence of the Chairman, Mr. Eraldo Damosso (his health condition did not allowed him to travel), the meeting was chaired by the Vice-Chairman, Prof. Luis Correia.

 

2. Adoption of the Agenda

The Agenda, included in Annex B, was formally approved by unanimity.

 

3. Approval of the Minutes of the 4th Meeting

A correction was asked by Mr. Per Lehne (Telenor R&D, N) since his name was misspelled. Another correction was asked by Mr. Andreas EisenblŠtter (ZIB, Berlin, D), since he is not a Dr. as it was miswritten in the minutes. The minutes, with corrections, were approved unanimously.

 

4. Status of the Action

The Vice-Chairman gave a brief status of the Action, by reporting on some numbers characterising it:

Prof. J. Bach Andersen (Aalborg University, DK) referred that he had been asked by a colleague from Israel about the possibilities of joining the Action. The Vice-Chairman will clarify the situation concerning the formal procedure to do so; nevertheless, it was agreed that the Israeli colleague may attend the next meeting as an observer, and present his workplan for collaboration with the Action.

 

5. COST 231 Book

The Vice-Chairman reported on the status of the book, since the last meeting:

A new Chapter Editor was appointed for Chapter 7, Dr. Alister Burr (York University, UK), since Mr. Robert Goodwin (Roke Manor, UK) could no longer perform this task, due to illness.

There was a meeting of Chapter Editors during the meeting, and the last editing details were solved. It was agreed that if it not possible to recover the information from the missing sections from Chapter 7, they will be omitted, and the book will be printed without them. It is expected that the whole process is finished before Summer.

 

6. Budget and reimbursements

The Vice-Chairman informed that he had received from the COST Telecom Secretariat a formal letter granting the Action with the budget of 115 kECU for 1998, confirming the information given at the last meeting. A letter was sent by him to Mr. Joseph Dwyer (TCT Chairman) asking for more funding, but no reply had been received. He also informed that, as usual, 80 % of the Grant his made available initially (during May, according to an information received from the COST Telecom Secretariat), and that the remaining 20 % will be paid after a copy of the expenses of the first payment is sent to Brussels.

The Vice-Chairman reminded the rules concerning reimbursement of travel expenses. Following a proposal from him, due to the fact that the budget does not cover all the foreseen expenses, it was approved that the travel expenses will be reimbursed on a 80 % basis, and by the end of the year, the remaining of the budget will be used to pay the missing part of the travel expenses to all meetings.

According to an information from the COST Telecom Secretariat, the remaining 20 % of the 1997 budget will be transferred to the Chairman during May. As soon as the Chairman transfers the money to IST, the remaining reimbursement of the travel expenses will be done.

 

7. Email reflector and WWW site

The Vice-Chairman informed that all reflectors are working now; those wishing to be part of the list of a Working Group or Sub-Working Group should send an email to the Action Webmaster stating so in the Subject field (Subscribe WGn).

The Vice-Chairman presented as well the present status of the WWW site: http://www.lx.it.pt/cost259. The collaboration of all delegates was asked, in order to detect any errors or to suggest any improvements to its contents.

 

8. Presentation and Discussion of Documents

A total of 24 Temporary Documents, which are listed in Annex C, were distributed to be discussed at the Plenary and at the three WGs, Annex D.

 

9. Liaisons with other International Bodies

Reports from the following liaisons were given:

The 4th MC meeting of COST 252 was held in Florence, Italy on the 12th and 13th of February. 10 technical papers were discussed with a large effort being devoted to WG3 dealing with Air Interface Aspects. Also a clear description of the project activities and tasks assignments for the 3 WGs has been produced and was presented at the joint workshop. The 5th MC meeting was held simultaneously with COST 259 meeting after the workshop and will be reported at the Duisburg MCM. This project had no meetings in 1998 up to now. The 5th MCM will be held on 27-29 May in Vigo, Spain and will be reported at the COST 259 Duisburg MCM. The project has now 18 signatories. Eutelsat is participating as an observer and the Russian Radio Research Institute (NIIR, Moscow) and the Canadian Communications Research Centre (CRC, Ottawa) have been granted non-COST country membership. WG3 of the project deals with Systems and simulation aspects and seems to be the one presenting the closest relation to research issues in COST 259 WG1. The main work since the last report has been on finishing and refining the "Channel Sounder Measurement (CSM) File Format". A deliverable has been produced and is in its final stage. Studies on calibration of channel sounders has been conducted and a deliverable on basic calibration principles and currently applied methods is under preparation. The next METAMORP-meeting will be held in July. At the 8:th ETSI BRAN meeting there was a discussion on requirements for supporting IP, not only ATM, for HIPERLAN 2 (Mobile system, 25 Mb/s @ 5 GHz) and HIPERLINK (P-P system, 155 Mb/s @ 17 GHz). A liason to ETSI SMG12 was produced and the UMTS interworking is now supported in ETSI BRAN. The document "criteria of comparison" was fullfilled in the PHY-group. It is stated that a channelization of 25 MHz channels shall be used. A target packet error rate for packets of size 64 bytes should be 1% after FEC. A tapped delay line multipath channel model was decided to be used for comparisons. A set of rms delay spreads, i.e. 50 ns, 100 ns, 150 ns and 250 ns, will be used. It is not a requirement that the proposed systems shall be able to cope with all rms delay spread values, although simulation results shall be given for all the channel models. In order to reduce the number of taps needed, the time spacing is non uniform. For shorter delays, a more dense spacing is used. The average power declines exponentially with time. Except for the first tap, which can have a Ricean K factor of 10, all taps have Rayleigh fading statistics (K=0). A classical (Jake’s) Doppler spectrum corresponding to a terminal speed of 3 m/s is assumed for all taps. Since the last COST 259 meeting there was no SG3 meeting. The next SG3-meeting will be March 1999. The schedule for the two working parties (3J,3K) which are of interest to COST 259 are as follows: WP 3J: Meeting 30.4.-7.5.98 at Ottawa/Canada (one topic is the revision of Rec. ITU-R P526.5 (propagation by diffraction)); WP3K: Meeting March 1999 at Geneva (topics are the extension of ITU-R P370.7 - VHF and UHF propagation curves for the frequency range from 30 MHz to 1000 MHz - up to 3 GHz and a new recommendation on outdoor short-path propagation).

10. Future Meetings and Workshop
 
Following an initial idea to have, by the end of the 2nd year of the Action, a Joint Workshop with another COST Action related with the areas of COST 259, Prof. Ernst Bonek established a contact with Dr. Antoine Roederer (COST 260 Chairman), proposing the realisation of such event by April 1999. Dr. Roederer replied that he was already committed for the meetings for 1999, thus not being available for such a Joint Workshop; afterwards, he proposed that COST 259 could join COST 260 and other Actions on the proposal of a COST Event on Antennas & Propagation to be organised within the Millennium Conference on Antennas & Propagation by April 2000. Since there were various views on this proposal, a voting took place with the following result: 4 countries in favour and 6 countries against. Therefore, the proposal was rejected, and Prof. Ernst Bonek will inform Dr. Antoine Roederer of this outcome.

11. Election of Chairpersons for 2nd Year Term

According to Article 7 of "Rules of Procedure for the Management Committees of COST Actions", the election of chairpersons was held for the 2nd year term. A letter was received from the Chairman, Annex. E, stating his unavailability to continue. Following this, Prof. Ernst Bonek proposed, and Prof. Stephen Barton seconded, Prof. Luis Correia as a candidate for the position of Chairman, which he accepted; there were no other candidates, and he was elected by unanimity. Prof. Luis Correia proposed, and Dr. Thomas Kźrner seconded, Dr. Jean-FrŽdŽric Wagen (Swisscom, CH) as a candidate for the position of Vice-Chairman, which he accepted; there were no other candidates, and he was elected by unanimity. Following a proposal by Prof. Luis Correia, the chairmen of the working Groups were re-elected, by unanimity as well.

A letter of appreciation for all the work done by Mr. Eraldo Damosso in preparing and chairing the Action was written to him, and signed by everyone.

 

12. Any Other Business

Dr. Martin Steinbauer (Tech. Univ. Vienna, A) presented a brief report on the status of Sub-Working Group 2.1.

 Letter from Mr. Eraldo Damosso

 

 

To COST 259 Members and Participants

 

Dear friends,

 

I am very sorry for this last minute message I have to send to inform you of my decision (and duty) to resign from the chairmanship of the Action.

 

As you may be aware, due to my absence at the past two (and this present) meetings, and according to what Prof. Correia should have been told by my colleague, Gianni Colombo, I am no longer able to continue to chair the Action, because of both my health problems and daily job commitments.

 

My sincere apologies for what happened during last months (in particular, as far as the COST 231 book is concerned) and for missing my promises; please, excuse my behaviour, but I repeatedly tried (and failed) to re-start to work for the project. Due to the current situation I strongly believe (and I agree with your opinion) that a new chairman is necessary for the continuation and success of the Action.

 

I will inform of this decision Brussels and the TCT Chairman.

 

My personal thanks to Prof. Correia and the WG chairmen who "de facto" chaired the Action in my absence and my best wishes to the new chairman who will be appointed at this meeting.
